Withdraw notification or face strict action, CJ warns govt

LAHORE - In an angry note the Lahore High Court chief justice on Tuesday ordered the Punjab government to withdraw its notification for appointment of Ahmed Raza Tahir as CCPO Lahore by tomorrow or contempt of court proceedings will be started on Wednesday (today) against the government. Chief justice Khawaja Muhammad Sharif in his order said Ahmed Raza Tahir, who failed to perform his duties during riots in Gojra as RPO Faisalabad, could not be appointed CCPO Lahore. An LHC tribunal held him responsible for the killing of a number of Christians in Gojra riots besides burning of their houses and his appointment was tantamount to contempt of court. Earlier, on Tuesday the chief justice taking suo moto notice of CCPO Lahore Ahmed Raza Tahirs appointment had summoned the IG Punjab, home secretary and secretary service for the same day to reply as to why Tahir was appointed as in the City. At about 1:15pm Additional IG Police Punjab Tanvir Ahmed appearing in the court informed that the IG Punjab was out of the city while a law officer informed the court the home secretary and secretary service were in Islamabad. The advocate general Punjab requested the court the proceeding may be adjourned till 8:00am Wednesday so that all officials concerned may appear in the court. Upon this, the chief justice addressing the additional IG ordered that convey courts message to the government and all concerned that the notification issued for appointment of the CCPO be withdrawn by tomorrow otherwise court will take strict action. The chief justice remarked it was no less that a joke that a man who was found involved in Gojra riots and burning innocent people had been made the CCPO. Gojra was burning when this man was performing his duties as RPO and the government had picked the same person for Lahore, the CJ noted. The LHC had constituted a one-man judicial tribunal of Justice Iqbal Hameed-ur-Rehman on the request of provincial government on Gojra incident but the government ignored its report of holding Ahmed Raza Tahir guilty. The CJ regretted it was insult of the court that the same man had been put on top slot paying no attention to the LHC tribunals findings. There is no rule of law in the country and government can not take decisions of its liking. In the suo moto notice the CJ noted that as RPO Faisalabad Mr Tahir kept himself away from troubling area in Gojra and did not even demand Paltoons of Punjab constabulary personnel and failed to utilise resources under his command for controlling situation in Gojra riots. He did not provide re-enforcement to the then DPO TT Singh despite repeated demands and kept on painting a picture of all-fine before the PPO and the government against the facts on ground. The CJ said it appeared instead of taking any action against him he has been awarded the premium of his commission and omission and posted as CCPO which was most important assignment given to office of his rank. The chief justice said whole country particularly Lahore is under threat of terrorism and an officer held negligent by the LHC tribunal could not be appointed for handling the City.
