PESHAWAR/Swat - At last efforts of the NWFP government proved fruitful on Sunday when Maulana Sufi Muhammad, Chief of Tehreek-e-Nifaz-e-Shariah-e-Muhammadi (TNSM), the banned outfit, and the NWFP government reached an agreement on Nizam-e-Adl Regulations. Chief Minister Amir Haider Khan Hoti would make the details of the agreement public today (Monday). Provincial ministers Mian Iftikhar Hussain, Hidayatullah Khan and Central Information Secretary of ANP, Muhammad Zahid Khan, on behalf of the NWFP government took part in the concluding session of the talks with Maulana Sufi Muhammad. "Our talks with Maulana Sufi Muhammad and his associates have concluded successfully," remarked a leader of the Awami National Party. Ezzat Khan, a spokesman of Maulana Sufi, also confirmed the agreement. It has been reported that NWFP Chief Minister Amir Haider Khan Hoti would announce the details of the latest text of the Nizam-e-Adl Regulations today. The new agreement between the TNSM and the NWFP government would streamline the judicial system all over Malakand Division which includes Swat Valley and Kohistan District. It is hoped that the agreement would arrest the growing trend of militancy and terrorism in Swat and other areas of the Malakand Division, including Upper Dir, Lower Dir, Chitral, Shangla, Malakand and Buner Districts. TheNation has also learnt reliably that soon after the declaration of the Nizam-e-Adl Regulations, Maulana Sufi Muhammad would end his protest camp at Timergara and later would proceed to Swat to announce ceasefire between the government and the militants. It is pertinent to mention here that Tahreek-e-Taliban Pakistan (TTP) Swat Chapter, the organisation involved in militancy in the area, is headed by Maulana Fazalullah who is the son-in-law of Maulana Sufi Muhammad. The TTP has already said that it would accept the decision of Maulana Sufi Muhammad. Meanwhile, after successful negotiations between the government and TNSM, Tehrik-i-Taliban Pakistan, Swat chapter, announced unilateral ceasefire in the Valley on Sunday. The TTP spokesman Muslim Khan made this announcement public when Maulana Sufi signed a five-point peace agreement with NWFP government in Dir Timergara. Muslim Khan also said whatever was acceptable to Maulana Sufi was also acceptable to TTP and Maulana Fazlullah. Agencies add: Taliban said they will examine the document thoroughly before announcing a permanent end to hostilities. Taliban announced the ceasefire after freeing a Chinese hostage during peace talks with the government. Taliban spokesman Muslim Khan called the release of Chinese engineer Long Xiaowei a goodwill gesture as government officials and a group linked to the Swat insurgents said they had come to terms on introducing Islamic law in Swat and surrounding areas. "In view of these developments, we announce a unilateral ceasefire for 10 days, but we reserve the right to retaliate if we are fired upon," Muslim Khan said. Having already met the cleric, NWFP information minister Mian Iftikhar Hussain had high hopes for peace in Swat. "I think things are moving in right direction and after Federal Government's approval, the Nifaz-e-Adal regulations will be announced and it will usher in an era of peace," he said. Meanwhile, the five-point agreement for the enforcement of Shariat in Malakand and Swat has been finalised as a result of successful talks between the NWFP government and Maulana Sufi Muhammad. Sufi Mohammad said "We had been holding negotiations with the government on a 22-point charter of demands for quite some time. There were differences on five points which have been removed in a meeting on Sunday," said Sufi. Addressing his associates after the talks, Maulana Sufi said that the government delegation held talks on the draft agreement of Nifaz-e-Shariat and for maintenance of peace. He said that a five-member delegation of Nifaz-e-Shariat would be meeting NWFP Chief Minister Haider Khan Hoti on Monday (today) in Peshawar, when an announcement would be made relating to the success of the talks. He said after the enforcement of Shariat he would be visiting Swat for holding peace talks. According to the agreement, the Swat Taliban's chief Maulvi Fazlullah will declare a ceasefire as the Sharia (Islamic law) will be implemented in the Valley. The military, which has been engaged in operations against the militants, would take part in the reconstruction process. Following the agreement, Maulana Sufi is expected to pave the way for the establishment of a new local administration in Swat Valley. The agreement, which was reached after prolonged discussions, further allows all girls' schools to resume activity. The girls' schools in the region were forced to shut down after the militants threatened to attack the education centers, which enroll girls. In a recent interview with Gulf News, Maulana Sufi said he will ensure an end to fighting if the government enforces Sharia law in the region. "The Taliban of Swat will agree to lay down their weapons if Sharia is enforced and implemented in Malakand region and, if they were to refuse, the armed forces of TNSM will fight against them and disarm them," the cleric told Gulf News in an exclusive interview. "We will ensure peace not only in Swat but [in the] Bajaur tribal region too," he said. "The government should implement Sharia in its true sense, or it should ensure complete peace without Sharia, or else it should announce that it has no concern with peace in the region. The government should make public which line it intends to take," he said. Having pitched camp in the open at Timargara, the headquarters of Lower Dir, Sufi and his followers have braved biting cold for the last four months. Positioned just a few miles away from Swat, where his son-in-law Fazlullah continues to pose problems for government troops, he is steadfast that he and followers won't leave till his demand of enforcement of Sharia laws in the Swat and Kohistan regions are met. "A large number of innocent people have been killed during operations and we want such killings to stop immediately. It is possible after the government enforces Sharia." "Some twenty years back, the government had promised to implement Sharia in Malakand division. Everywhere, in the courts, one could see Qazi offices, but there is no Sharia in practice. Previous governments of the PPP, PML-N and the military ruler approved Sharia in Malakand but failed to implement it in letter and sprit," he said. "The aim of this camp is to demand Sharia in a peaceful way. We want promulgation of Sharia regulations, recommended in 1994 and later approved by the provincial government of Sardar Mehtab Ahmad Khan, the Chief Minister of NWFP from 1997 to 1999." Past peace deals with militants, including in Swat, have failed, and any agreement this time could respark US criticism that the talks merely give insurgents time to regroup and rearm. Pakistan's government, however, insists that it cannot rely on force alone to defeat the Al-Qaeda and Taliban fighters in its regions bordering Afghanistan. Staff Reporter from Swat adds: Four persons of a family were killed and 20 others got injured in separate incidents of violence in different parts of Swat on Sunday. The driver of a truck carrying goods for security forces was also kidnapped by unknown persons along with his vehicle from Koza Bandai area of Tehsil Kabal. Four persons of a family were killed and 10 others were injured when a mortar shell hit a house in Hazara area of Kabal. The injured were shifted to Saidu Sharif Hospital. Separately, Taliban militants blew up Government Middle School Charbagh with explosive devices and also attacked Kanjo Airport with dozens of rockets, however no casualty was reported. Security forces also pounded civilian population in Madyan, Charbagh, Sangota, Bandi and other areas where 10 more persons were injured. Monitoring Desk adds: Syed Nabi, a close associate of Tehreek-i-Taliban Pakistan Chief Baitullah Mehsud has died, reported a private TV channel on Sunday. Syed Nabi was seriously injured on February 9 in South Waziristan in a landmine explosion which was laid by a rival group. His driver and another man were killed on the spot. Syed Nabi was shifted to some other place in an injured condition. Now it is reportedly said that Syed Nabi has succumbed to his injuries.
