ISLAMABAD - It is likely that Senate Secretariat will notify all the committees of the Upper House of the Parliament including standing committees, functional committees, house committee and committee on rules of procedure and privileges within a week.However, an official of the Secretariat connected with such development informed that as the announcement of the federal budget for the fiscal 2012-2013 was round the corner, the Senate Committee on Finance, Revenue and Economic Affairs would be notified on the top priority basis in addition to other important standing committees on defence interior and foreign affairs etc.All the committees of the House including 25 standing committees, three functional committees and three special committees were stood automatically dissolved on March 12, the day when half of the members of the House retired after completing their six year full-term. The House committees stand automatically dissolved after every three years on the same day when half of its members are retired. According to Rule 174 of the newly amended Rules of Procedure and Conduct of Business of the Senate, 2012, the Senate shall elect the members of the standing and functional committees within two months after the election of Chairman Senate and Deputy Chairman.The House in its last session on May 11 had unanimously adopted a resolution, moved by Leader of the House Jehangir Badar, for the formation of all committees of the House as the time period of the two month of the election of Chairman Senate and Deputy Chairman was near to over on May 12. An official of the Senate Secretariat said that the passage of the resolution was a mandatory step for the formation of new committee and now nominations of the members are being made in the concerned committees and the process would complete within a week. The Senate Secretariat has already sought choices from the legislators for becoming the members of the committees keeping in view their expertise and choice.After the Senate Secretariat will notify all the committee, the election for the chairmanships of theses committees would be held within a period of thirty days. The Rule 175 (1) of Rules of Procedure and Conduct of the Senate says, “the chairman of each committee shall be elected by the committee from amongst its members within thirty days after the election of the committee or filling of the casual vacancies, as the case may be”. In addition to that, Sub-rule 2 of the Rules 175 says that the chairmanship of committees shall be allocated by the Chairman (Senate) in accordance with proportional strength of the political parties and independent groups in the House. According to Rule 173(1), a member of Senate shall not be a member of more than four standing or functional Committees at the same time.
