Rs 5,626.481m Pindi District Council budget presented amidst rowdyism

RAWALPINDI - The annual budget of District Council for the fiscal year of 2008-09 was presented here at a local hotel on GT Road here on Wednesday. The total layout of the annual budget for the fiscal year of 2008-09 is Rs 5,626.481 million while the expenditures were Rs 5623.870 million.   District Nazim Raja Javed Ikhlas chaired the budget session whereas Convener and Naib District Nazim Muhammad Afzal Khokhar, besides a number of members of the District Council were also present on the occasion. The treasury benches supported and accepted the budget for the fiscal year of 2008-09 while the opposition benches comprised PPP and PML-N members of the District Council, strongly condemned and also rejected the budget. It is pertinent to mention here that in this tense situation, created by opposition members, District Nazim Raja Javed Ikhlas could not carry out the traditional budget speech. According to details, a sum of Rs 217.042 million has been allocated under ADP for the ongoing schemes. It is mentioned that the opening balance stands Rs 1,181.845 million while PFC award Rs 3,729.636 million, reimbursement of the Chief Minister's package for education employees and 15 per cent increase in their wages Rs 515 million and the own resources generated income Rs 200 million has been allocated. The hall of the local hotel converted into "Pirwadhai Sabzi Mandi" when PML-N and PPP District Council members rejected the budget and also chanted slogans against treasury benches with making complaints that they could not get the budget copies. Meanwhile, a brawl was occurred between the treasury and opposition benches. One PML-N member Zaib-un-Nisa rushed towards rostrum and snatched the mike from Raja Javed Ikhlas, who was trying to deliver his speech. Nazim Mohra Noori Raja Irfan Aziz thrashed Zaib-un-Nisa and also tried to torn her clothes while in the return Zaib-un-Nisa beaten him with her sandal. Condemning this brutal act of Raja Irfan female members of PPP and PML-Q chanted slogans against Raja Javed Ikhlas and also torn the copies of budget. Some of them threw the budget copies towards the District Nazim and his allies. The most busted slogans, chanted by opposition benches, were "Chor, Dakoo Nazmanzoor", "Nazim Ki Gunda Gardi Namanzoor" and "Budget Nazmanzoor". A number of opposition female members muscularly condemned the thrashing of one of the female member of PML-N by PML-Q nazim. Meanwhile, District Nazim Raja Javed Ikhlas, while talking to TheNation, expressed his grief concern over behaviour of oppositions members and saying only 10 to 15 opposition members out of house of 251 members spoiled the budget session. He said that the budget was unanimously accepted by 251 members and we would move court if hurdles were created in the way of budget. He said that all the Union Councils (UCs) got the funds equally. On the other hand Convener and Naib District Nazim Muhammad Afzal Khokhar was of view that 212 members out of 237 accepted the budget. On a question, he termed the tense situation, created by opposition benches during budget session, "the beauty of democracy". All the PML-Q members condemned the role of PML-N and PPP members. The PML-N and PPP members termed the budget illegal and against the Constitution and vowed to move court against this step.
