IRSA and water shortage

According to a news item in the Nation, water shortage of 50 to 60 percent is expected for the Kharif crops because our two and a half dams are at dead level. The authorities are well aware about the alarming situation and would try to find proper solutions. Will it occur to them at all that the only solution in the long term is to start construction of a mega dam now rather than wait 15 years for Bhasha dam. IRSA is meeting to readjust water shares and Punjab is likely lose the most. Because Punjab has only one vote to three votes for Sindh which has the additional votes of the federal representative as well as of the Balochistan representative who votes with Sindh since Balochistan gets its water from Sindh. This imbalance is most damaging to the country as Punjab carries 80 percent of the total agriculture load. Depriving Punjab of water is akin to cutting the nose to spite the face.
