Minister calls on stakeholders to uphold their responsibilities in creating an inclusive society

ISLAMABAD  -  A meeting of the Council on the Rights of Persons with Disabilities (CRPD), established under Section 3 of the ICT Rights of Persons with Disabilities Act, 2020, was convened on Friday at the Ministry of Human Rights. The session was chaired by Federal Minister for Human Rights, Senator Azam Nazeer Tarar, and brought together representatives from key federal ministries, departments, and civil society organizations.

The meeting focused on reviewing progress and formulating strategic actions to uphold and promote the rights of persons with disabilities (PWDs), with a strong emphasis on accessibility, inclusive infrastructure, data collection, and digital inclusion.

In a step forward, the Council unanimously approved the launch of an Accessibility Audit, developed in collaboration with the World Health Organization (WHO). This initiative will assess physical access in public and private facilities, including restaurants, shopping malls, educational institutions, government offices, and businesses. The audit aims to facilitate the integration of inclusive features such as ramps, wheelchair-accessible restrooms, and universal design principles.

To strengthen data-driven policymaking, the Council endorsed the introduction of Part II of the disability registration form. This updated form will allow for the collection of comprehensive demographic and service-related data. An Urdu version will also be made available to ensure accessibility and ease of understanding for a broader audience.

The Council was also briefed on the development of a mobile application designed to improve access to information and services for persons with disabilities. Key features of the app will include voice navigation and screen reader compatibility, catering especially to the needs of visually impaired users.

Federal Minister Tarar stressed the importance of integrating disability inclusion into the education system. He proposed the engagement of schools, colleges, and universities in adopting inclusive policies and practices. Institutions demonstrating exceptional progress will be recognized with ‘Disability-Inclusive Institution’ certificates, honoring their efforts to foster equitable and empowering environments.

The Minister called on both public and private sector stakeholders to uphold their responsibilities in creating an inclusive society. “Persons with disabilities must not only be accommodated but also empowered as equal participants in all spheres of life,” he stated. “Accessibility in infrastructure, education, employment, and public policy is not optional — it is essential.”

The Ministry of Human Rights reaffirmed its commitment to ensuring the full inclusion, dignity, and rights of all persons with disabilities across Pakistan.
