Pakistan - a federation or a unit?

According to a news item in a section of press, PML-N and MQM are poles apart on commissionerate system in Sindh. According to the news, PML-N leader Mr. Ahsan Iqbal said that, as they had implemented the system in the Punjab about two years ago, so now they could not oppose it now in Sindh. Now the question is, is Pakistan a federating state or a unitary state that a single system will apply to every nook and corner of the country? Does it also not show that, Punjab wants to impose its favoured system/systems to other units of the country? I think, pray and request that, Pakistani rulers and politician should know and understand the real meaning of federating units. The different administrative and economic systems, working for the real benefit of the general public, do not weaken a federating country, rather strengthen it. It is astonishing that, even after more than 60 years of independence, and so many upheavals and blood baths, Pakistani politicians and intelligentsia have not yet learnt the actual meaning of federation.
