CSD Subsidy on Electricity

A few days ago, I visited a CSD shop and was surprised to see several air conditioners running continuously while all the doors and windows were left wide open.

Concerned about this blatant energy wastage, I asked the workers why they weren’t bothered. Their response was both shocking and troubling.

They told me that because they were charged a heavily subsidised electricity rate, they didn’t feel the need to conserve energy. According to them, their rate was Rs. 16 per unit, while the regular rate—including all taxes and surcharges—for the general public was Rs. 68.

While I understand the Government’s intention to relieve its departments from additional taxes and surcharges, this example shows how such subsidies can lead to reckless wastage and mismanagement. This issue has been raised multiple times, and each time the Government has pledged to implement a uniform electricity rate and eliminate unnecessary subsidies. Yet, as this case demonstrates, many public institutions in Pakistan still benefit from these concessions.

It is therefore urged that the Government phase out such subsidies for all utilities and instruct public sector employees to use resources responsibly. Furthermore, the Auditor General’s office should be directed to regularly audit utility expenses of government organisations and help them reduce waste each year.
