LAHORE - Justice Iqbal Hameedur Rehman of the Lahore High Court (LHC) on Wednesday sought reports and comments from the Chief Secretary (CS) and Secretary Health Punjab on the petition of a poor whose young daughter was made to undergo physical and mental abnormality due to criminal negligence and greed of the doctors. Asmat Begum, a resident of Balwal in Sargodha District, pleaded through her counsel that she took her daughter Iram Naz, 21, to the District Headquarters Hospital Sargodha where doctor Tahir Munir, ENT specialist, examined her and advised admission in his private hospital for treatment. Asmat said she told the doctor that she could not bear expenses of a private hospital and requested him to admit her daughter to public hospital. The doctor admitted Asmats daughter but handed over the case to a junior doctor Khalid who without conducting clinical tests operated on Iram on January 30, 2008. The patient then went into a coma. The doctors further mishandled the case and even broke patients teeth during the treatment. Asmat pointed out that her daughter was completely physically deformed and senseless and needed constant medication and nursing. She is not able to eat anything and is living on fluid through pipes. She has become bed-ridden and cannot move, she said. She added that the DHQ referred the case to the Jinnah Hospital Lahore, which further referred the patient to the Lahore General Hospital. A medical board was constituted there who discharged her daughter with observation that there is no likelihood of improvement in patient. She said that the board also recommended the Punjab government for financial assistance to the family, but no one in the government acted upon these recommendations. Asmat said she borrowed Rs 0.8 million that was spent on the treatment of her daughter. She said the police had not registered case against DHQs doctors for their negligence. She prayed the court to direct the Punjab govt to refund her the spent money and provide financial assistance for her daughters treatment. She also prayed that Iram should be admitted to the DHQ Sargodha on permanent basis because it was impossible to manage her at home. And legal action should also be taken against the doctors.
