Malpractice haunts City Govt edu dept

KARACHI - The education department of the City District Government Karachi is promoting the own-pay-scale (OPS) system despite the Sindh cabinet decision to discourage the OPS system. Several 17 and 18 grades officers are working on 18 to 19 grades under the OPS system in the said education department, which is being considered as the open violation of the present governments policies, a well-placed source in the education department told The Nation on Wednesday. He said, As per the governments policies, the Sindh Civil Services Manual allows postings on OPS against higher posts only in rare selected cases where there are no officers available in higher grades. Administratively it breeds favouritism and only influential officers are able to get adjusted against higher posts which is against transparency and fair play. On the other hand, transfers and postings on merit with a reasonable tenure of posting is another emphasis of the services wing of the SGA&CD, he said. But the posting of Assistant of District Officer Education (Elementary, Female) Sukkur, Sikandar Ali Gopang, as Assistant District Officer Education (Elementary, Female) Bin Qasim Town, Karachi, has exposed the preferences of the department. The official order of the said posting, obtained by The Nation, shows that Sindh Secretary Education Rizwan Memon issued the directives of the said transfer. Although the government is of the view that frequent transfers done in haste with political motives distort the governance scenario which leads to chaos not among the officers but in the general public too. Despite the fact that several employees, working un OPS system, were sent back to their actual post on the directives of the Sindh Chief Minister Qaim Ali Shah. But still several employees are working under OPS system. Names of those employees who are still working under OPS are as follow: Shaista Munsif is a lecturer of 17-grade but is currently working as ADO Jamshed Town on 18-grade, Ghulam Rasool Bhand is a subject specialist of 17-grade and is currently working as ADO Gidap Town, Chaman Lal, Aman Lal, Ali Nawaz Baloch and Imtiaz Bogio are subject specialists of 17-grade but they are currently working as ADOs Landhi, New Karachi, Bin Qasim and Sadar Town respectively. On the other hand, All Pakistan Clerk Association (APCA), in an official letter to all the authorities concerned, has notified that the practice of illegal postings of assistants of other districts in the educational offices and schools of the City district, Karachi has been adopted in the past and present, which is an open violation of recruitment rules-1989.
