Fazl urges Zardari not to issue ordinance


Islamabad - Rejecting the proposed mini-budget by the caretaker government, Jamiat Ulema-e-Islam (Fazl) Chief Maulana Fazlur Rahman on Friday urged President Asif Ali Zardari not to issue any ordinance in this regard.
The JUI-F, which is yet to decide either to sit on treasury benches or go for opposition in the National Assembly, came up with the stance that the caretaker has no right to present a min-budget when the elected government is about to sworn in within a week or so.
Fazl also rejected the proposed GST and hike in electricity price in the mini-budget.
He further said that the caretaker government has even failed in its basic responsibility of conducting free and fair elections and managing day-to-day affairs.
He said that the caretaker government instead of performing its duties remained involved in transfers and postings.
He said now caretaker government is making itself a laughing stock by presenting mini-budget.
It would not be out of place to mention here that some constitutional matters have so far stopped the caretaker government to issue the presidential ordinance of imposing new taxes despite passing more than 48 hours of its signing by President Asif Ali Zardari.
It was reported that the President had signed this ordinance allowing caretaker government to impose new taxes at a time when the upcoming government is about to take the charge and to present budget for next financial year 2013-14. Whereas, some reports strongly contradicted the signing of any presidential ordinance that allows introduction of mini-budget.
As per the proposed ordinance moved by FBR to the ministry of law, justice and parliamentary affairs, the government has planned to impose 10 per cent withholding tax on electricity consumers using 1,000 units.
The FBR also wants to increase the GST to standard rate (16 per cent) on sugar from existing eight per cent. The FBR proposed, on the booking of new car, five per cent of the value of the car would be charged.
