Lack of coordination, negligence endanger lives

ISLAMABAD - Leaving outskirts of the Federal Capital unattended during the special anti-polio drive, Health Ministry is planning to come up with yet another so-called 'National Polio Campaign' to be started next month just to spoil foreign funding. Not only that, due to criminal negligence, the Ministry not only skipped a large number of areas in the vicinity of the Federal Capital during the last anti-polio foreign-funded campaign but it also has no plan to redo it, sources told TheNation on Wednesday. According to the sources, the vague assignment of responsibility on stakeholders to the Health sector including Health Ministry,  Capital Development Authority, and ICT health department has rendered hundreds of kids unattended despite voluminous grants from abroad. Since the share of responsibility is not clearly defined between the state outfits, they also lack coordination that eventually facilitates corruption and misappropriation of funds, the sources added. This additional polio round was planned by the government in the wake of polio cases being reported, afresh, countrywide and high-risk areas including  NWFP, Balouchistan, Punjab and Islamabad Capital Territory were also marked. According to the sources in the latest special polio round, a large number of ICT areas were left out, as the teams either were not assigned at all or did not cover these areas. It is not for the first time that the polio coverage remained unsatisfactory but whenever polio campaign is launched, the teams assigned to the task failed to cover a large number of areas. "Starting from Ministry of Health to the ICT administration, none of the relevant department is up for taking comprehensive responsibility in this regard," the sources maintained. The next three-day special polio drive would be launched on 13 October and it is aimed at targeting 35 million children across the country. On one hand government is claiming to make Pakistan a polio-free country while on the other hand ground realities speak otherwise. The ICT health administration has blatantly skipped a number of areas in ICT including some parts of Bhara Kahu, a sub urban area of Islamabad where the polio teams did not reach to vaccinate children. Despite being well aware of the issue, the concerned health officials seem less interested. The World Health Organization officials have brought it into the notice of the concerned authorities but so far no one is ready to take responsibility and come forward to vaccinate the hundreds of children that were missed by the polio teams. The financial and logistical support for the polio immunization campaign is being provided by WHO that also carries out the post-polio campaign monitoring in Pakistan. This time it has brought the lapses into the notice of the concerned official but to no avail. It might not be a big issue to the concerned health mangers that around hundred children were left out from being vaccinated but this "little mistake" can leave disastrous impact on those innocent lives and might disable the innocent kids for rest of their lives, lamented a WHO official. It is pertinent to mention that due to the ever-increasing number of polio cases since start of this year till now 59 polio cases have been registered.
