KARACHI - The speakers in a seminar 'Karachi Strategic Development Plan (KSDP) 2020 Citizens' Perspective' on Friday expressed their concern over the master plan of Karachi. The Strengthening Participatory Organisation (SPO) & Pakistan Fisherfolk Forum (PFF) organized this seminar at a local hotel. The development experts, government representatives, members civil society organisations, and political leaders including Hussain Haroon an intellectual and former provincial speaker, Yousuf Masti Khan of National Workers Party (NWP), Hakeem Baloch former provincial minister, Taj Haider central PPP leader, Mohammad Ali Shah Chairman of PFF, Mustafa Baloch Regional Manager SPO, MNA Muzaffar Shejra, UC Nazim, Elahi Bux Baloch of SPO and others addressed the meeting. Addressing the seminar, Hussain Haroon demanded of government to establish a town at the outskirts of the city where around 5 to 6 million people from interior parts of Sindh could be settled, and the town should be named after Benazir Bhutto. He said that the government decision in this regard should support all factors of development including those who have been living here since ages. He emphasized that rulers should stop land schemes and projects which were depriving them from homes. Hussain alleged that fishing was allowed in adjacent areas of Presidential house and why it was banned in Gizri DHA area. The NWP leader Yousuf Masti Khan maintained that the rulers have been hatching conspiracies against the old settled areas of the metropolitan for new settlers. He observed that PPP leaders were responsible for worst condition of its dominated area Lyari due to ongoing gang-war. Hakim Baloch, former provincial minister stated that in 2006, the City District Government Karachi (CDGK), under the name of "Tameemr-e-Karachi development Program" hundred of people have been displaced and no body provide them compensation. The 2020 development programme is conspiracy against the indigenous people and hoped that PPP government will take initiative to stop this. PPP Senator Taj Haider assured full support of his party in prevention of this plan. Sindh Local Government Ordinance 2001 and plan 2020 is useless because it is not beneficial for general public and any plan that does not involve the local and benefit to them, that will be counter productive. He said that the 2020-Plan has created serious concerns for the citizens who in reality are not considered the residents of the Karachi city in the plan. These concerns revolve around non-democratic and non-participatory preparation of the plan, displacement of the local community, loss of employment and severe impacts on the marine natural environment. Based on these realities, the assembly rejected the plan and demanded the government to immediately call off it with an aim to benefit the elite and land mafia.   Mohammad Ali Shah, chairperson Pakistan Fisherfolk Forum (PFF), termed the plan anti-human and anti-environment and said that it would provide ways to land mafia to gulp 3,600 sq. km land in Gudap, Kimari and Bin Qasim areas. The plan will bring mass displacement for the people, particularly for the fishermen, in the above-mentioned areas. It will be further extended up to 2030 (under the Federal Government's Vision 2030) to cover the city's region that includes part of the surrounding districts of Thatta, Jamshoro and Lasbella. Under the plan, Water Front Development Project has been designed on 135-kilometre coastal belt of the Karachi. From now on in the Clifton and Gizri areas, the fishers are abandoned by the agencies to fish in the sea. Ghulam Mustafa Baloch, SPO, said before devising any development plan, the state is responsible to assess the environmental impacts. But the City government has not only ignored this aspect but has taken no suggestions from the local community, which is going to be affected badly. He said the money used for the plan would indebt the citizens of Karachi. In future poor people will pay the cost of it. Other speakers have also addressed on the occasion.
