ISLAMABAD - The Capital Development Authority on Wednesday postponed the bid opening for the outsourcing of Islamabad’s Solid Waste Management for the second time and now the same would be opened on 10th April. Sources informed that the decision was made by the Chairman CDA Muhammad Ali Randawa on the request of some of the potential bidders to make the process more competitive.
CDA had flouted a tender in this regard on 30th December and sought bids from national and international companies till 3rd of March 2025 but the deadline to submit the bids was extended for 26th of March and now it is once again extended till 10th April. The city managers want to outsource the primary and secondary collection of solid waste and it’s onward transportation to the landfill site for both rural and urban parts of Islamabad to a single company for next seven years extendable for further three years.
The estimated cost for the service is 24.16 billion rupees, which the city managers wanted to spend in next 10 years. Earlier, there were separate contractors for machinery and manpower to run the sanitation services in Islamabad and about Rs3.1 billion are being spent on said service annually. However, the incumbent management has decided to bring a dedicated company to look after the entire sanitation services in Islamabad including rural and urban areas for improved service delivery. It is first time that CDA is going to join hands with private housing societies for waste collection as well and for that purpose the private housing societies will be responsible for primary waste collection at their own but the company engaged by CDA will do secondary collection on pre defined rates borne by the respective societies. The specialised company once engaged will focus on solid waste management and implement CDA’s integrated programs in this area. According to details, after its engagement the company will be made operational throughout the city. Similarly, different categories will be created to dispose of garbage across the city. In which a separate category from residential areas will work.
Similarly, there will be a separate system for commercial waste, while in residential areas there will be a separate system for household waste and a separate system for hospital waste including green waste. Apart from this, the company will work to improve the infrastructure of solid waste, which includes construction of landfill site. For which the land acquisition process has been done. Similarly, keeping the waste transfer station operational will also be the responsibility of the same waste management company. Moreover, installation of recycling facility along with material recovery facility will also the responsibility of new company.
