ISLAMABAD: Chief Justice (CJ) Anwar Zaheer Jamali has remarked court orders got entangled in administrative loopholes in Sindh.
“Computerisation of the record has been completed in Punjab and land record in Sindh has not been computerized despite a lapse of several years. Work could not be done despite allocation of hefty amount,” he gave these remarks during hearing of computerization of Sindh revenue record case on Wednesday.
The judge further observed “computerizing land record is not our job but it is the job of provincial government. The court took this responsibly for the sake of public interest. it will benefit the people of Sindh and not the court”.
Nazar Muhammad Leghari who was appointed as consultant for computerization of land record, member revenue board Zulfiqar Ali, Ejaz Ali Shah and chief secretary appeared in the court.
Leghari told the court cooperation was not being extended, therefore, the process of computerization of record was being delayed.
Counsel for the Sindh government told the court that Rs 9 million has been returned to the government and the process of provision of the land record to the people has been started.
Justice Amir Hani Muslim remarked “how the record has been computerized when it has not been re-constructed”.
Leghari told the court process of re-construction will be completed within two months.
Justice Muslim remarked Rs 4 million were allocated by Sindh government but the work could not be done. Record of not a single district has been computerized within five years. “This work will not move ahead unless Qaim Ali Shah remains in the office”.
The concerned sides said all the work will be completed within six months.
Justice Amir Hani Muslim remarked “when such amount is on the disposal of revenue department then why six months are needed. There is no rocket science therein. If intent is good then this work can be done earlier. But it seems that no one wants to computerize record in Sindh.
The court inquired from chief secretary during the hearing of the case “tell us what wants the government in Sindh. Had record of two districts been computerized so far then we could say effort has not been done.
The court while deciding to conduct next hearing of the case in Karachi has sought progress report from Sindh revenue department besides adjourning the hearing of the case for two months.
