Promotion board wrongly promotes six blue-eyed DSPs

LAHORE - The police departmental promotion board recommended promotions of six DSPs to the ranks of SPs despite having incomplete and poor record, but deferred promotions of the officers having good service record, for the reasons best known to the board members, sources in the Chief Minister Secretariat said on Monday.
At the promotion board meeting, names of 48 DSPs were considered of whom promotions of 14 officers were deferred on different grounds like major punishments, pending departmental inquiries against them and incomplete annual confidential reports (ACRs).
Interestingly, the case of a CIA police officer who stood on the top of the seniority list among 48 DSPs and had good service record with no deficiency was rejected for promotion. On the other hand, the promotion board was in a hurry to promote six blue-eyed DSPs whose personal evaluation reports (PER) were incomplete. Moreover, some of them were facing departmental inquires. For example, a DSP’s name falls at serial No 17 in the seniority list and he is facing two departmental inquires. Not only inquiries are pending against him, he also possesses incomplete service record. But the promotion board recommended the officer for promotion to the rank of SP/BS-18 on regular basis, subject to provision of satisfactory personal evaluation report (PER) for the year 2011.
Similarly, five other DSPs were promoted to the rank of an SP with incomplete PERs and inquiries pending against them. These officers’ names were mentioned in the seniority list at serial No 5, 17, 18, 24, 34 and 47. Of these six officers, another officer at serial No 24 in the seniority list was promoted to the rank of SP though a departmental inquiry was pending against him.
Well-placed sources in the police revealed that personal liking and disliking were taken into account while deciding the fate of the 48 DSPs. They also claimed that senior officers of the Home Department also objected to the final recommendations of the boards. They claimed the promotion process of the police officers was more transparent when it was being decided by the Home Department.
Sources at the Chief Minister Secretariat said that the board victims had filed a petition with the Punjab chief minister, seeking revision of the board decision. Those affected by the board decision said if they failed to get relief from the chief minister, they would stage a protest demonstration against the board decision.
Sources said an MNA of the ruling party from Faisalabad was in touch with the Chief Minister Secretariat for the promotion of a DSP whose name was at serial No 36 in the seniority list and he was facing two departmental inquiries.
The meeting of the departmental promotion board was held on September 13, 2013, in the committee room of the Central Police Office (CPO), Punjab, to consider the cases of DSPs for promotion to the ranks of SPs.
The meeting was chaired by IGP Khan Baig while two additional IGs, two DIGs, additional secretary (Regulations), S&GAD, deputy secretary home and section officer confidential-1 attended the meeting.
