Top ICT police guns being replaced for 'defiance'

ISLAMABAD Top guns in Presidency and Ministry of Interior have decided to remove sitting Inspector General Police (IGP) Syed Kaleem and Senior Superintended Police (SSP) Tahir Alam Khan Islamabad from their offices, TheNation learnt on Monday. Inside sources aware of the developments informed TheNation that Major (R) Imtiaz Hussain, DIG Quetta, would likely to replace Kaleem Imam. Similarly, Usman Zakaria, Staff Officer to DG FIA, who is currently on a senior management course in FIA academy in Lahore, will likely to replace Tahir Alam Khan as SSP Islamabad. Maj. (R) Imtiaz Hussain, DIG Quetta, had called on President Asif Ali Zardari at the Aiwan-e-Sadr on October 18. Rehman Malik and Major Imtiaz had performed as trust worthy security managers of Benazir Bhutto. Maj. (R) Imtiaz Hussain served as SSP security with Benazir Bhutto while she was Prime Minister in 1993-94. He is said to be a close aide of Interior Minister Rehman Malik, the sources added. Usman Zakaria is said to be one of the loyalists of PPP and close aides of the Interior Minister. Earlier, FIA had made Zakaria as coordination officer to exchange information about criminals and different criminal activities with Indian agencies after the Bombay blasts. Moreover, he had also served as commandant of the FIA Academy. The sources revealed that the IGP is being replaced as he reportedly ignored the illegal demands of the Interior Minister including appointments in the Islamabad police. According to the sources, Presidency and Interior Ministry are of the view that the IGP enjoyed good relations with a high-profile figure in the federal government due to which he never listened or followed Maliks instructions. They believe that increasing tension between the Interior Minister and IGP Islamabad Syed Kaleem Imam is affecting the performance of police personnel in the countrys capital. The sources further said that Rehman Malik has repeatedly complained to President Zardari about the IGP. The President then had conveyed IGPs alleged rudeness to the Prime Minister and the PM too had shown displeasure, the sources added. Earlier, in March, following a protest by the residents of Bhara Kahu, Malik had ordered the IGP to suspend Bhara Kahu SHO Nawaz Bhatti, however, the IGP did not comply the order. In the same month, Malik had ordered suspension of Kohsar Police SHO Mahar Munawwar along with five other police personnel. In this case too, the Interior Ministers orders were ignored. Few months back, a controversy also emerged between Malik and the IGP over the appointment of ASIs and police constables the in Islamabad police. The IGP again ignored the illegal demand of the Interior Minister. When TheNation contacted President spokesman Farhatullah Babar, he did not respond to the call. A message was also sent on his cell phone, but the response the same. When contacted by TheNation, Interior Minister Rehman Malik, who is currently in United Kingdom, he did not pick the call made on his cell phone. A message was also sent to him on his Pakistani roaming number, but no response was received. TheNation also contacted IGP Kaleem Imam who said that posting and transfer are part of the service. I am delivering to the best of my ability to strengthen the capital police, wherever I am transferred I will keep delivering with the same spirit, he added. When contacted Shabir Anwar, Press Secretary to PM, said that he is unaware of any such development.
