No loopholes in Iranian system for rigging: envoy

KARACHI - Around 85 percent participation of Iranian people in the recent presidential elections of the country shows their deep interest in the politics and to the future of their motherland. "The 30 percent people of Europe participated in the last parliamentary elections, which is quite low in comparison with Iran, said an Iranian diplomat while talking to editors in a ceremony held the Iranian Consulate here on Monday. He said as per laws of presidential election, representatives of all the related entities, including those of the candidates, supervisors from the Guardian Council, Ministry of Interior, prosecutor, the registration organisation and especially a number of local trustees with different views were present at the polling stations. The executive task forces were also present at the time of vote counting. The elections supervision structure in Iran is multi-layered process and it has been prepared in such a way that eliminates the possibility of any violation, he added. The diplomat further said that according to Articles 99 and 188 of the Iranian Constitution, the Guardian Council is the competent and legal authority to supervise elections and study complaints from the candidates. Therefore the only competent and legal resource to revive the rights of citizenry is reference to the law instead of encouraging violent approaches, which are in opposition to the spirit of the constitution and cause instability and take peace and tranquillity away from the society and people, he argued. According to domestic laws and principles of democracy and respect for the rights of others including Article 27 of the constitution, the holding of an unarmed gathering provided it does not disrupt the foundations of Islam is permissible but it must have the permission of legal sources and in this context the government of the Islamic Republic of Iran allowed peaceful demonstrations by the protestors. He added that due to this tolerant policy of the Iranian government, seven members of the disciplinary forces were killed and 400 policemen were wounded in attacks from the rioters while damages inflicted on public properties, including banks, bus and subway stations, mosques, homes and shops, were worth billions of Rials. The rioters who set public properties on fire and attacked defenceless citizens have been dealt with in accordance with the law. Referring to the presidential election law of Iranian Constitution, the envoy said that according to Article 80 of the presidential election law, candidates who have any grievances against the election process should submit their complaints to the executive headquarters or the Guardian Council. That was why when complaints against the recent presidential election were submitted, the Guardian Council started its negotiations with the protesting candidates and encouraged them to pursue their case through legal channels. All of the three defeated presidential candidates have submitted their complaints to the Guardian Council which has extended the deadline for investigation and set up a special team comprising impartial and independent legal and political personalities, such as Dr. Ali Akbar Velayati, Hojjat al-Islam Durri Najaf Abadi, Gholam Ali Haddad Adil, Hojjat al-Islam Rahimian, Dr. Gudarz Iftikhar Jahromi and Hojjat al-Islam Abu-Torabi to re-count 10 per cent of the votes at random in the presence of representatives of the candidates and the media and announced the results publicly, he informed. To a query regarding the killing of Ms. Neda Agha Sultan, the diplomat said that it was important to note that the time of her killing did not coincided with that of riots while the area where her killing was filmed was far away from the demonstrations. He pointed out that the type of bullets found in her murder did not conform to those used by the police force. Apart from these observations, the cameras mounted in the area to film the incident and some other circumstantial evidence all indicate that it was a pre-planned incident aimed at launching a propaganda campaign against the Islamic government. However, investigations have been started to expose the hidden hands behind this incident, the diplomat said.
