PAC seeks report in 8 days

ISLAMABAD - The Public Accounts Committee (PAC) has expressed dissatisfaction over the achievements of Worker Welfare Fund (WWF) and asked to present detailed report within eight days. The PAC, which met here with Yasmeen Rehman in chair, in the absence of Chairman PAC Ch Nisar, was given briefing over the financing of housing project, achievements and objects of Workers Welfare Fund established under WWF Ordinance, 1971. The committee discussed issues related to Ministry of Labour and Manpower, labour welfare, residential colonies, hospitals and others. Member PAC, MNA Riaz Fatiyana, asked what would be the use of the presentation if the ministry of labour and manpower was to be devolved under the 18th Amendment. He pointed out failure of ministry for not properly registering the labourers, as facilities for them were out of question in absence of registration. A PAC member said that under the 18th Amendment, WWF was transferred to provinces and Sindh was the main beneficiary of this while projects of other three provinces would be affected. Another PAC members raised question about any scheme for registering home-based workers including children and women. It was also questioned that ministry could have taken help from census department for counting the number of home-based and other labourers to facilitate them in the schemes. The PAC members posed questions for evolving effective mechanism regarding minimum wages, child labour, free education and housing schemes. They also expressed dissatisfaction over achievements during the last 40 years. Joint Secretary Ministry of Labour and Manpower, Mustafain Kazmi, admitted the failure on the part of the ministry for not properly registering the labourers. He said that workers registration draft was being prepared and it would be affiliated with ILO and then it would be submitted in cabinet for deliberation. To another question, he said that Balochistan and KP had raised objections that by transferring powers of WWF to the provinces, these provinces were in loss because most of the industries were in Karachi. Arepresentative from the ministry over the question regarding devolvement of the ministry replied, They are asked to give presentation and till the ministry devolves, we will continue work. He further said that two provinces including Khyber Pakhtunkhwa and Balochistan were not in favour of its devolvement.
